The camp as an idea failed btw.

However even if it would succeed, the immigrants would stay inside like an a prison and never allowed to go out. The camp capacity would not exceed 3,000 people.

Also considering that Africans I have meet in Albania hate the country due to racism and lack of any romantic relationship, I wouldn't consider it a good idea.
