The executioner enacting the death penalty, does he have any particular interest on every person he is carrying out the vengeance upon?
The correction officer who ensures the prisoners remain locked up, does he have particular interest in every prisoner he is charged with enforcing their sentences? No they are 3rd parties tasked with executing justice brought by the judicial system.
