Oh, think about it all the time. It's just that I can't find a program that allows me to put a gif image into a narrative without 'freezing' the gif image. If you know of a free or very inexpensive program that enables me to do it, we'd jump on it!
I used to use ezgif.com/add-text for adding captions to gifs. It was pretty handy with all the tools and options I needed. Give it a try and see.
 
Not quite. The way Dblinsey has been formatting her/their posts there would be background with text flowing around or beside the gif.
I used a graphic you created as a background. Placed a gif file on top and resized it to the background image. Just a quick and dirty effort. You image is 1755 if you want to verify. Result is a animated pic. Used a Apple Mac and Keynote.

This was done on a MAC? But this is the type of end result I want to achieve. Specifically, pretty static narrative but a moving pic.
 
Yes! What I want is to do stuff like the second pic - with the narrative off to the side. How do I do that?
After uploading the gif, go to crop option and below the gif, there a blue button to 'Extend the canvas size.'
Hit that and now you can crop it with extra space to any side you want. When you add text later, you can drag the text to any place you want.

Can you overlay one graphic, a gif, on top of the pretty background and flow the text around one graphic, the gif?

I haven't found a way to add background. The background remains invincible(In a way I find it cooler since the background will change according to the webpage background). But can flow the text anywhere as you want. If you have a long enough gif, you can even have text change with time.

Here are some example gifs I made years ago using ezgif.

I used to add extra background with photoshop since ezgif didn't have that crop function in those times.
