It's happened to me more than once, bro. I've exchanged messages and texts---and even phone calls--with couples who said they were coming to Vegas and wanted to hook up, then they disappeared as the date of their arrival neared. Fortunately it's never gotten to the point where a definite meeting was arranged, so at least I've never been sitting at a bar or restaurant alone waiting, looking like a lost kid.
The vast majority are on contact sites to get off by email! For us the solution was to always meet at a swing club or someplace we were going anyway. That way if they show up and it works there is a place to play. If not there are other options.
