What does it mean when it says "This member limits who may view their full profile". Obviously it's limited but I've been messaged by a few people and can't respond because of this limitation. I'm verified. What else are they looking for?

Some have it to where only people that they follow can see or DM. In the settings you could make your profile, or media on ghost if you wanted, and only with permission from the Devil can you see it. Another is you're not a "paid" member that also has its limits, even if you're verified. Just a few things I've picked up along the way. 
Oh and not that anyone likes reading the bylaws, but I'm sure they have it in their "do's and don'ts"
