The right to health was first articulated in the WHO Constitution (1946) which states that: “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being…”. The preamble of the Constitution defines health as: “.. a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity”.

The 1948 Universal Declaration of Human Rights mentioned health as part of the right to an adequate standard of living (article 25). It was again recognised as a human right in 1966 in the International Covenant on Economic, Social and Cultural Rights, Article 12:

“1. The States Parties to the present Covenant recognize the right of everyone to the enjoyment of the highest attainable standard of physical and mental health.

2. The steps to be taken by the States Parties to the present Covenant to achieve the full realization of this right shall include those necessary for:

(a) The provision for the reduction of the stillbirth-rate and of ******* mortality and for the healthy development of the baby;

(b) The improvement of all aspects of environmental and industrial hygiene;

(c) The prevention, treatment and control of epidemic, endemic, occupational and other diseases;

(d) The creation of conditions which would assure to all medical service and medical attention in the event of sickness.”

The Committee on Economic, Social and Cultural Rights, a body composed of independent experts in charge of monitoring the implementation of the Covenant, provided a broad interpretation of article 12 of the Covenant (General Comments No.2014):

The right to health is an inclusive right, extending not only to timely and appropriate health care, but also to the underlying determinants of health, such as access to safe and potable water and adequate sanitation, healthy occupational and environmental conditions, and access to health-related education and information, including on sexual and reproductive health (Paragraph 11).

The right to health is relevant to all States: every State has ratified at least one international human rights treaty that recognises the right to health.
Nothing here addresses the fact that the people have a right to receive free medical insurance or doctors care from the government.

Yeah let’s throw all the cops in jail - that be real good - but - let’s wait until ya disarm the civilian population first - GREAT Dem logic there 😉
You are absolutely on target blkdlaur. Arrest those officers for what, that man basically committed suicide. If Democrats are going to continue their a- ttack on police, it is only common sense that cops will hold back risking their own lives. Then if the left can manage to make and enforce stricter gun laws, we will be at the mercy of criminals.

Where in the police requirements addressed here does it read to protect common citizens ?

Dem logic - DON’T enforce current gun laws against criminals - let them outta jail as soon as they’re arrested. Pass more restrictive gun laws so law abiding citizens can be more easily victimized - the Dem mind is a curious thing 🤨
Even if that was so, it would make a hell of a lot more sense than "the only way to stop a bad man with a gun is a good man with a gun" or "only have ONE DOOR to enter & leave a school" ...
AND, even IF Democrats were willing to treat AR-15 type weapons the same way as a hand gun, Republicans still would not agree to it.
The gun lobbyists & NRA spend enough money on the Republicans to tell the Republicans what to agree to.

Congratulations, this is the most asinine comment you've ever made! Three LEO's witness a citizen in distress, one goes so far as to tell that distressed citizen he is NOT going to help him and that citizen loses his life as a direct result and that's ok by you? THAT is a political position? Exactly what do you think that community deputized them for?

So, in your way of thinking the police in Uvilde were right not to engage the active shooter immediately AND to prevent parents on site from doing so as well? Oh that's right, they were taking a national survey to compare with a local survey to evaluate the political climate before deciding an appropriate reaction....GTFOH!!!!

Cops are becoming apathetic - with good reason. Dems just let the bad guys right out of jail as soon as the cops put them in - and - removed immunity from civil lawsuits.

you need to look a lot closer in the mirror before you just automatically jump on a Dem.......who tried to over throw the gov?.....who refused to attend a police memorial

it's the conservative texas police that weren't arresting the shooter before he shot up the school.

they were warned, he'd threatened girls with ******* and *******. they didn't enforce the law.

cops apparently don't have to enforce the law. what's the point of having them?
