Older studies were based on a mix of clinical and self reported measures, and, mostly because of lack of clinics, african countries were mostly self reported. Now you can easily imagine tha if you ask his measure to a guy, he most probably will "adjust" the real value upper, or at least not executing the measure in the right way (bone pressed, upper measure, etc...).
Recent urology papers that use clinical data from ~12K men, found out that ethnicity is not statisticall significant for penis size.
