Buying sex in Luxembourg?

Is the someone from luxembourg here who is familiar with the rules around buying sex.
I have realized that it is forbidden to buy sex in France, while in Germany this is legal. In the country in middle I haven't quite understood what the current rules are - can someone explain to me?

I also found that wiki article, but was this accepted? If so... I understand the age thing, but how should a client be able to find out if the person in question has mental disorders or if the person is a victim of human trafficking?
