Anklet means something different in South Asian (Indian) cultures?

I live in NYC, near a large South Asian community. I see a lot of Indian women wearing anklets. I approached one woman and commented on how pretty it was on her she didn't seem to understand the HW/QoS/swinging lifestyle connotation. Any Indian women here who know what the Indian custom is for women wearing anklets?
